The Electronic Housing Code

In a previous post I made reference to the Electronic Housing Code (EHC), a new on-line planning approval tool. Now that Palerang data is available through the EHC, I thought I might remind readers of this new on-line service.

The EHC allows landholders to determine whether proposed works might be classed as exempt or complying development. Exempt development, as the name implies, does not require any Council approval, while complying development—straightforward residential, commercial and industrial development—can be managed on-line through a fast track approval process. You can, of course, still submit paperwork for complying development at any Council office if you so choose.

It’s probably important to note at this point that the information that must be submitted in support of a complying development application is essentially the same as that required for standard development approval. To be considered as complying development, however, an application must already meet specific criteria and having done so, does not require any further involvement from Council.

To use the EHC, an applicant will ultimately need to set up an on-line account from which to manage applications. The first step in the application process however, which can be completed without an account, is to provide information to allow the system to prepare a Complying Development Report. This Report includes basic information about what may be considered complying development at the location identified, to allow the prospective applicant to decide whether or not to proceed.

Ultimately, the certifier selected in the following step in the EHC process will advise whether or not a proposed development can be processed as complying development or if it will need to go through the standard Council development approval process.

While a Complying Development Report will provide some direction with respect to what might be exempt or complying development on a particular property, it will always be advisable to refer to a current Section 149 Planning Certificate for more detailed information about development standards that might apply.

If, on the basis of your Complying Development Report and/or Section 149 Planning Certificate, you choose to proceed with your application, you will be required to create an on-line account and provide basic details of your development proposal—the property address, the owner’s details, a general description of development being proposed and overall site details. You will then be required to upload a Site Plan, and an Owner’s Consent Form if required, and choose a registered certifier to process your application. Your uploaded document(s) will be forwarded with your initial application details to allow the certifier to confirm that your proposal can be assessed as complying development and to provide a quote for their services.

This is as far as I’ve managed to get with the process to date. I’ll update this post when I hear back from my chosen certifier and work through the subsequent steps.
