Conservation Zones
Note that as of 1 Dec 2021, the Environment Protection Zones E1 – E4 have been replaced by the Conservation Zones C1 – C4. The E-zone descriptors, E1 – E4, and the new E5 descriptor, are now being used for Employment Zones, which will progressively be used to replace the Business and Industrial Zones.
C1 National Parks and Nature Reserves
- Objectives of zone
- To enable the management and appropriate use of land that is reserved under the National Parks and Wildlife Act 1974 or that is acquired under Part 11 of that Act.
- To enable uses authorised under the National Parks and Wildlife Act 1974.
- To identify land that is to be reserved under the National Parks and Wildlife Act 1974 and to protect the environmental significance of that land.
- Permitted without consent
- Uses authorised under the National Parks and Wildlife Act 1974
- Permitted with consent
- Prohibited
- Any development not specified in item 2 or 3
C2 Environmental Conservation
- Objectives of zone
- To protect, manage and restore areas of high ecological, scientific, cultural or aesthetic values.
- To prevent development that could destroy, damage or otherwise have an adverse effect on those values.
To ensure that the management of the land has proper regard for the environmental constraints of the land and has a neutral or beneficial impact on environmental assets including waterways, riparian land, wetlands and other surface and groundwater resources, soil fertility, remnant native vegetation, and existing and potential fauna movement corridors.
To encourage rehabilitation and regeneration of ecosystems in this zone.
To provide for a very limited range of ecologically sustainable development and land use activities that provide for small scale and low impact recreation and amenities.

Permitted with consent
Bed and breakfast accommodation; Building identification signs; Business identification signs; Community facilities; Environmental facilities; Environmental protection works; Farm stay accommodation; Home based childcare; Roads;

C3 Environmental Management
- Objectives of zone
- To protect, manage and restore areas with special ecological, scientific, cultural or aesthetic values.
- To provide for a limited range of development that does not have an adverse effect on those values.
To encourage the retention of the remaining evidence of significant historic and social values expressed in existing landscape and land use patterns.
To encourage development that is visually compatible with the landscape.
To promote ecologically sustainable development.
To minimise the impact of any development on the natural environment.

Extensive agriculture; Home businesses; Home occupations
Permitted with consent
Agriculture; Animal boarding or training establishments; Building identification signs; Business identification signs; Camping grounds; Community facilities; Dual occupancies; Dwelling houses; Eco-tourist facilities; Environmental facilities; Environmental protection works; Farm buildings; Flood mitigation works; Home based child care; Home industries; Research stations; Restaurants or cafes; Roads; Rural workers dwellings; Secondary dwellings; Tourist and visitor accommodation; Water recycling facilities; Water storage facilities.

Intensive livestock agriculture; Multi dwelling housing; Residential flat buildings; Retail premises; Seniors housing; Service stations; Serviced apartments; Turf farming; Warehouse or distribution centres; Any other development not specified in item 2 or 3.
C4 Environmental Living
- Objectives of zone
- To provide for low-impact residential development in areas with special ecological, scientific or aesthetic values.
- To ensure that residential development does not have an adverse effect on those values.
To encourage the retention of the remaining evidence of significant historic and social values expressed in existing landscape and land use patterns.
To encourage development that is visually compatible with the landscape.
To minimise the impact of any development on the natural environment.
To ensure that development does not unreasonably increase the demand for public services or public facilities.
To minimise conflict between land uses within the zone and land uses within adjoining zones.
